All Radiation Sources in Ukraine To Be Registered
This was stated by Head of Radiation Source Protection Department of the Northwestern State Inspection on Nuclear and Radiation Safety Olha Moroz within XIII Ukrainian Conference on Physical Protection, Accounting and Control of Nuclear Materials.
“For me, one of the main types of radiation source oversight is their incorporation in the State Register,” says the representative of the Inspectorate. “Not all radiation sources used by entities in their activity are subject to licensing. So, all shall be registered.
When the Northwestern State Inspection had obtained the functions of register regional center, it became easier to perform inspections.
“We register radiation sources ourselves, therefore, have full information on registrants. Before an inspection, we study the database in details: what source will be inspected, who is its owner. The information in the database is the most complete, thus the actual situation is easy to monitor”, says Olha Moroz.
The registration of radiation sources is mandatory and furthermore paid procedure. Any changes in the entity’s activity with sources shall be reflected in the regional registers. Then, the information shall be submitted to the State Register containing the full list of all radiation sources in the country.
However, according to SNRIU representatives, today there are radiation sources not subject to registration. They include control sources in radiometric equipment; radiopharmaceuticals; radiation sources of the Armed Forces of Ukraine.
“Actually, the most problems we have with those sources, which were not somehow registered”, said Olha Moroz. According to her, the Inspectorate appealed to the representatives of the State Register. They reported that amendments to the Resolution of the Government on Radiation Sources not Subject to Registration are for more than two years under consideration in the Cabinet of Ministers. The SNRIU representative expressed hope that the situation will soon change for better.
