Draft Law on Completion of Two KhNPP Units Can Be Submitted to Verkhovna Rada in Early 2018
According to Yurii Nedashkovskyi, Energoatom President, the developed draft law will be first put to public hearings.
The National Nuclear Energy Generating Company Energoatom expects that the draft law, which regulates the completion of the construction of KhNPP Units 3 and 4, will be submitted to the Verkhovna Rada at the beginning of 2018.
Yurii Nedashkovskyi stated this during the meeting with the delegation of the Ministry of Foreign Affairs of Poland conducted to discuss the cooperation of two countries on the implementation of the Ukraine – EU Energy Bridge project.
“We need to develop a draft law (on the construction of KhNPP Units 3 and 4), which should be adopted in the Parliament. Before that, we are going to hold public hearings. We are planning to go through all the procedures till next year and to submit this draft law at the beginning of 2018”, Yurii Nedashkovskyi said.
According to UNIAN and Energoatom assessments, the construction of these units will provide for additional power generation to the Unified Energy System of Ukraine of 15 billion kW-h per year.
At the beginning of November, the Energoatom received from the Chinese National Nuclear Corporation (CNNC) and Industrial and Commercial Bank of Ukraine (ICBC) an offer for the provision of credit costs to finance the completion of two power units at KhNPP.
Within the Ukraine-EU Energy Bridge Project, it is envisaged to transfer KhNPP Unit 2 to ENTSO-E (European energy system) and to expert power. Power supply to Europe under long-term contracts will allow investments to complete KhNPP Units 3 and 4, which are 73% and 28% respectively completed.
According to Energoatom President, the company is planning to start exporting power to the EU and to complete KhNPP Units 3 and 4 at the end of 2020 – at the beginning of 2021.
