No.1 power unit operation at Khmelnitsky NPP extended for 10 years
Licensing Commission of the of the State Nuclear Regulatory Inspectorate of Ukraine at the meeting on July 23, 2019 considered the issue of renewing the operating license of SE “NAEC Energoatom” ЕО No. 000220 for the right to operate during the life cycle stage the “nuclear facility – power unit No. 1 of the OP “Khmelnitsky NPP”.
The Commission took into account the positive conclusion of the state examination on nuclear and radiation safety, the Report on the periodic reassessment of safety, developed in accordance with the General requirements for the extension of the operation of nuclear power units beyond the installed lifen deadline based on the results of the periodic reassessment of safety, and the Resolution of the Board of the State Nuclear Regulatory Committee dated July 18, 2019 No. 5 “On the extension of the operation of power unit No. 1 of the Khmelnitsky NPP beyond the installed life based on the results of a periodic reassessment of safety” with Addressing approve the state examination for nuclear and radiation safety report for periodic reassessment of the security unit number 1 and to accept reasonable opportunity to the safe operation of the power unit in the period until the next periodic reassessment of the security unit number 1 OP “Khmelnytsky Nuclear Power Plant” – December 13, 2028.
After the discussion, taking into account all the justifications for the safe long-term operation of the nuclear facility – power unit No. 1 of the Khmelnitsky NPP, the members of the Licensing Commission of the State Nuclear Regulatory Inspectorate of Ukraine voted to reissue the license ЕО No. 000220 dated October 5, 2004 for the right to operate during the life cycle stage the “nuclear facility – power unit No. 1 of the OP “Khmelnitsky NPP”. Thus, the safe operation of the power unit will proceed in the next ten years – until December 13, 2028.
The Chairman of the State Nuclear Regulatory Inspectorate, Grigory Plachkov, signed and handed over the license to the President of SE “NPP Energoatom” Yuri Nedashkovsky for the right to operate during the life cycle stage the “nuclear facility – power unit No. 1 of the OP “Khmelnitsky NPP”. Grigory Plachkov noted that the decision on the possibility of long-term operation of the power unit in excess of the project installed life was taken by the SNRIU based on the results of a reassessment of its safety. Now, ten Ukrainian power units are operating beyond the installed life.

In order to involve the public in the discussion of decision-making issues that may affect the environment, the State Nuclear Regulatory Inspectorate of Ukraine from June 7 to July 7, 2019 held a public discussion on the possibility of continuing operation of a nuclear facility – Unit 1 of the Khmelnitsky NPP. As part of the discussion, public hearings were held with the participation of SE “NAEC Energoatom” on July 2, 2019 in Netishin, Khmelnitsky Region.
